wsp down

usage: wsp down
  stop the host: the service and its unit where one holds it up, and otherwise
  the host the command line brought up, whether wsp up or a verb that needed one
  started it

  --state    the state file: this word first, else WSP_HOME's state.json, else
             ./.wsp/state.json when the current directory is a checkout of wsp,
             else state.json in the home the running host serves
